VIII. BODRUM RACE WEEK SAILING INSTRUCTIONS 18-24 October 2009 1. APPLICABLE RULES 1.1. ISAF 2009-2012 “Racing Rules of Sailing” 1.2. TYF, Turkish Sailing Federation rules and regulations 1.3. IRC Rules 2009 1.4. ISAF Advertisement Instructions (regulation 20) 1.5. Notice of Race, Sailing Instructions and any amendments 1.6. If there is any contradiction in the written instructions, the one that is dated last is valid. In case of a contradiction between Turkish and English texts, Turkish text will be valid. 2. OTHER DEFINITIONS 2.1. Yachts must display the hull number stickers and/or banners carrying sponsor name(s) provided by B.A.Y.K.. Such material must be displayed as instructed, failing to do this may be subject to disqualification. 3. RACE CATEGORY Category 4 as per ISAF 2008-2009 regulations. 4. ELIGIBÝLÝTY AND DIVISIONS 4.1. All yachts with a current and valid IRC certificate can participate. The race will be held in three divisions, IRC, IRC CHARTER AND IRC DUO. Sub divions can be formed by the race committee, these will be final and can not be objected to. 4.2. Obligations and restrictions of yachts in IRC CHARTER division 4.2.a. A charter contract valid for the period of the race shall be submitted with the entry form. This contract should be issued to the name of the skipper or a crew member of the yacht aprticipating in the series. 4.2.b. No sails and spinnakers shall be used other than the ones charter company has provided and declared on the valid IRC certificate. The hi-tech fabric sails (Kevlar, mylar etc.) can not be used. All standard charter equipment (safety equipment, ropes, spare fuel jerry cans, galley equipment, gas bottles, fire extinguishers, etc.) shall be carried on board during the races. 4.2.c. The Charter yachts may apply to race in the “IRC” divisions if they chose to, but non-charter yachts cannot race in the IRC Charter division. Charter yachts can also race in the IRC Duo division, as long as they meet the requirements of that division.4.3. Obligations and Restrictions for IRC DUO division, 4.3.a. Only two crew can race on each yacht. 4.3.b. Yachts chosing not to use spinnaker during series should declare so at the time of registry, in which case “No Spinnake TCC” will be used. “Short handed certificate” value cannot be used. 4.3.c. Autopilot can be used only in the IRC Duo Division. 4.4. Yachts in all divisions are not allowed to carry their anchors on the bow rollers. Doing so can be subject to protest. 5. REGISTRATION 5.1. Entries must be made in accordance with the Notice of Race. 5.2. The boats which carries certificate of advertisement must add their “certificates of carrying advertisement” to their application forms. 5.3. The registered boats are liable to these instructions and all rules that these instructions refer to. 6. LIABILITY 6.1. Bodrum Offshore Sailing Club (B.A.Y.K.), MÝLTA BODRUM MARÝNA, its representatives, sponsors, race and protest committees are not liable for the losses, damage to the yacht(s), personal injury or death which may be a direct or indirect result of race participation. In particular, the owners and/or skippers of a yacht and his/her crew accept the following responsibilities by submitting the entry form: a) The responsibility of their crew (insurance included), seaworthiness of the yacht, the responsibility of the safe navigation, decision to start the race and to continue with the race. (RRS 1.4) b) That the race will be conducted according to the written rules stated in Clause 1 of these Instructions. By participating in a race conducted under these racing rules, each competitor and yacht owner agrees; to be governed by these rules, to accept the penalties imposed and other action taken under the rules, subject to the appeal and review procedures provided in them, as the final determination of any matter arising under the rules and with respect to such determination, not to resort to any court or other tribunal not provided by the rules. (Special attention to RRS 3) c) The owners/skippers should warn their crew of these responsibilities before the start of each race. d) By registering and signing the registry form, the owner/skipper is considered to have accepted all responsibilities stated above. 7. MEASUREMENTS & VERIFICATION 7.1. The owner of the yacht is responsible for keeping his yacht in the same condition as stated in her IRC certificate. 7.2. At the request of the Race committee , the yachts may be measured before or after a race even without protest. 7.3. Whether it is protested or not, during the measurement of a yacht, if any rating change is observed, then this yacht will be penalized according to IRC rules. 7.4. Furling headsails: Yachts declaring single furling headsail in their IRC certificate shall set their headsail between the drum and top swivel of the furling equipment and shall be able to furl their headsails during the regatta without manual intervention to the furling equipment. 8. SUB DIVISIONS 8.1. Sub divisions may be formed by the race committe and are final, cannot be objected to. 8.2. Race committe can take TCC, DLR and Hull Factor values to form the subdivisions. 8.3. All yachts will carry the race numbers provided on the bow portion of their hull, on both sides, sponsor flags on their starboard and calss flags on their back stays. Not doing so can be subject to disqualification after a hearing. 8.4. No other flag can be flown during the races (including the natonal flag). Not obeying this can be subject to protest. 9. DECLARATION 9.1. It is not required to give a declaration at finish. However, yachts who have exonerated themselves for rule infringement during the race or have acted according to ISAF RRS 42.3.g and 42.3.h, should inform the race committee by VHF and giving the yacht name as soon as possible. They are also required to submit a written declaration before the end of protest time to the race committee. Failing which they will not be considered as exonerated.10.2. A yacht which has retired from a race will inform the Race Committee by VHF, as soon as possible 10. NOTICES 10.1. Notices to competitors will be posted on the official notice board located in the Race Office and at the Marina Yacht Club notice board. All these notices will be an official announcement to competitors. It is the competitors’ own responsibility to check the official notice boards. 10.2. The race office will be set at the B.A.Y.K. Office and Race Committee Yacht. 11. CHANGES IN SAILING INSTRUCTIONS 11.1. Any changes in the Sailing Instructions will be posted to the official notice boards at least one hour before the starting time of the race and will not be delivered to each yacht individually. 12. SIGNALS MADE ASHORE 12.1. B.A.Y.K. flagpole will be used for the signals made ashore. 12.2. Code Flag “AP” upped with two sound signals mean, “ the race is postponed ”. When lowered with one sound signal it means, “the postponement is cancelled”. Other signals will be made one minute after AP is lowered. 13. SCHEDULE OF RACES 13.1. The race program is the same as in the Notice of Race. 14. COURSE 14.1. The approximate location and numbers of the race marks are as per the charts enclosed. 15.2. In the offshore races, buoy and islands for the race course are indicated on the charts enclosed. 14.3. Offshore Race Courses are attached to sailing instructions. 14.4. Race Committee has the right to change the race course before the start considering weather and technical conditions. In such a case, Race Committee will inform all the yachts on VHF channel 73 – not hearing same cannot be subject to protest or redress. 14.5. The Race Committee will post the approximate compass bearing to first mark, with the preparatory signal. Not being able to do so cannot be subject to protest or redress 15. IDENTIFICATION OF THE MARKS 15.1. During the races marks with AVEA logo on red will be used. Marks that are different or not being to the course configuration are not subject to protest. 16. START 16.1. The race committee boat and the boats on duty will fly the International Code Flag “RC”. Not having done so cannot be subject to protest or redress. 16.2. The starting line is between the race committee boat displaying an “orange flag“ and the red mark with AVEA Logo. Starting directions will be according to the chosen course. 16.3. The starting of the races will follow the procedure as stated in RRS Rule 26. The signals for starting a race will be made at 5-minute intervals and shall be as follows: Warning signal :Code flag “F” displayed +one sound signal (10 minutes to start) Preparatory signal :Code flag “P” or “I”I or “Black Flag” displayed+one sound signal (5 minutes to start) One Minute :Preparatory flag down+one long sound signal (1 minute to start) Start signal :Code flag “F” down with one sound signal 16.4. All yachts entering the race must pass by the Race Committee before the start for identification. 16.5. The yachts that could not start within 30 minutes of their start will be considered as “not started” and will get DNS point. 16.6. From the moment that the preparatory signals are given, the yachts must stop their engines, otherwise this will be a reason for protest. 16.7. The race committee may use the engine to hold its location at the start and finish points due to the weather condition and technical reasons. This will not be subject to protest. 17. RECALLS 17.1. Individual Recalls: Will be according to RRS Rule 29.2. Flag X will be flown with one sound signal will be given. It will be announced on VHF channel 73. 17.2. General Recalls: Will be according to RRS Rule 29.3. 1st Substitute will be flown and two sound signals will be given. It will be announced on VHF Channel 73. 17.3. Not hearing these recalls will not be a reason for redress. 18. CHANGE OF COURSE AFTER THE START OR ABANDONMENT 18.1 The race committee can shorten the course by placing the committee boat next to a mark to indicate the finish line and by hoisting the code flag “S” together with division flag identifying the division. In the case of shortening the course for all divisions, all division flags might not be hoisted. There is no obligation to announce that the race has been shortened before the previous mark (RRS Rule 32). 18.2. If, after the race has started, there is a substantial wind shift, the race committee may abandon the race and apply a new race course and restart the race (RRS Rule 32). 19. THE FINISH 19.1. Finish line: shall be between the red mark with AVEA Logo and committee yacht displaying the blue flag. 19.2. If the course is shortened, the finish line will be as indicated on item 15.1 and a “S” signal shall be displayed on the committee yacht. 20. PENALTIES 20.1. Yachts who have violated RRS Section 2 and/or RRS 31 will act according to RRS Rule 44.1 and 44.2. They will exonerate themselves accordingly and inform the race committee within the protest time in writing. 20.2. For the other cases the protest committee; a) Can add 5% to 50% to the uncorrected time from, b) Can disqualify, c) Can apply other rules and instructions. 21. TIME LIMIT 21.1. Time limit for the ofshore races on 19th and 20th of October is sunset. Time limit for the offshore race on 21st October is midnight, 24:00hrs. Inshore races time limit will be given separately. 21.2. If no yacht finishes within the time limit for that division, race for that division will be considered as abandoned. (RRS Rule 35). 21.3. DNF (not-finished) point will be given to the yachts not having finished the race within time limit. The Race Committee can extend the time limit by 30 minutes and make this announcement by VHF Channel 73, if no yacht has finished 1 hour before the time limit. Making this announcement 1 hour before the time limit will not be subject to protest. 22. CREW LIMITATION 22.1. There is no maximum crew limitation for the IRC and IRC Charter divisions but the minimum number of crew is 3.IRC Duo divison will race with 2 crew only. 22.2. In case of any changes on the crew lists, race committee should be informed in writing 1 hour before the start. Having a non-registered crew member on board is subject to disqualification (DSQ) 22.3. The registered yacht owners and skippers cannot race on another yacht. Doing so is reason for disqualification (DSQ) for both yachts. 23. PROTESTS 23.1. Protest flag will be code flag “B” or a rectangular red flag. If a yacht is in a situation to protest they should display the protest flag and announce the “PROTEST” at the first reasonable opportunity to the yacht/yachts being protested. The protest flag should be flown on full display throughout the duration of the race. The yacht which is protesting must inform the Race Committee after finishing the race by giving the name of the yacht/yachts being protested. She will do this till getting confirmation from the Race Committee that she is heard. Till that time she will have the protest flag flown. (RRS 61.1 modified). 23.2. If the yacht protesting cannot finish the race or retire from the race, she will act as per clause 24.1 and inform the race Committee as soon as possible. 23.3. Protest should be lodged within 1 hour of the Race Committee Boat coming to shore, on the forms provided by the Race Office. 23.4. The Protest Committee will be formed by TYF Judge Regulations or as per RRS 89, by B.A.Y.K.. 23.5. All protests will be posted on the official notice board fifteen minutes after the time limit of the protest, by indicating the hearing list, place and time. The hearing order for the protests will be according to the time they are lodged. Protests by Race Committee will have priority. 23.6. Protest fee is 250 YTL. If the person who protests wins the protest after the hearing, this fee will be paid back. 23.7. Both parties may ask for another hearing within the next 12 hours after being informed of the decision. On the last day of the racing, a party may ask for another hearing no later than 1 hour after being informed of the decision according to the rule (RRS Rule 66 modified). 23.8. During the race an international jury will be in charge and their decisions may not be appealed. 24. SCORING, NUMBER OF RACE AND PRIZES 24.1. Definitions: a) The finishing place of a yacht will be according to its corrected time and adjusted with penalties if any. b) Scoring will made in each division separately. c) Number of yachts used in the scoring is the number of accepted entries. 24.2. Scoring:RRS AMENDMENTS, Section 1 APPENDIX A – Low Point System will apply. a) After making the placements according to the corrected times, the first place yacht will receive 1 point, the second place yacht will receive 2, the third place yacht will receive 3, the fourth place yacht will receive 4, the fifth place yacht will receive 5, the sixth place yacht will receive 6, the seventh place yacht will receive 7 points. Each place thereafter will receive plus 1 point. b) All DNS, DNF, OCS, RAF, DSQ and DNE yachts shall be scored with one point more than the number of yachts entered in that race. DNC yachts will receive one point more than the total yachts registered for the series. 24.3. Number of races: a) There will be 5 races for all divisions. In IRC Duo division one throwout is allowed. In IRC and IRC Charter divisions all 5 races are to count. All races have equal weight. b) ISAF rules to apply in terms of equality. 24.4. Prizes: a) Prizes will be given on 23rd of October, in the prize giving ceremony to the First, Second and Third place yachts, in each sub division. 25. HAUL- OUT RESTRICTIONS 25.1. All yachts shall be launched by 1000 hrs ,July 30th and shall not be hauled out for the duration of the Race, except with and according to the terms of prior written permission of the Race Committee. 26. PLASTIC POOLS AND DIVING EQUIPMENT 26.1 Underwater breathing apparatus, plastic pools and their equivalent shall not be used around of all participating yachts after 1000 hrs on 30 July 2009. 27. RADIO COMMUNICATIONS 27.1. It is required to have a VHF radio and to keep it on during the regatta. It is not allowed to use VHF radio to get assistance from third parties during the race. 27.2. A yacht shall not make private VHF transmissions or listen to channels not open to all yachts racing. All racing yachts should monitor channel 73. If any transmissions not relative to the race or safety are made at this channel, this could be a reason for disqualification (DSQ). 28 DISCHARGÝNG OF WASTE 28.1. Yachts shall not throw waste overboard during the regatta. All waste must be accumulated and disposed of properly on shore after the regatta. 29. RETIREMENT FROM THE RACE 29.1. The yacht that retires lowers the class flag and hoists its club burgee, if any, and keeps clear of the racing yachts. The yacht should inform the race committee by VHF Channel 73. B.AY.K.
